For example, the student you place next to #1 below - at the top of the "Above Grade Level" category, would be the student (in your opinion) who is the best reader in your class who is "Above Grade Level." The student you place next to #1 at the top of the "Below Grade Level 2" group, would be the student (in your opinion) who is the best reader in the 2.9 - 2.0 grade level.
