Assessments of FCAT test results has shown:
Students who fail the FCAT are reading from middle 2nd grade lower.
Students who score LEVEL 2 on the FCAT are reading at upper 2nd grade to middle 3rd.
Students who score LEVEL 3 on the FCAT are reading from upper 3rd to early 4th.

The student you place next to #1 at the top of the "Below Grade Level 2" group,
would be the student (in your opinion) who is the best reader in the 2.9 - 2.0 grade level.
